problem with refinished wood floors

I recently had my hardwood floors refinished but they did not turn out well. The floors were sanded, stained, and had three coats of polyurethene applied. The floors ended up with dark, small, hard bumps everywhere, and some small pits in the finish. Does this sound like the finish was applied or cured improperly, or the floors were not tacked, or what? Can the problem be fixed or minimized without resanding back down to the bare wood and starting over? If just the polyurethene needs to be removed, is there a way to do that that will not take the stain off with it? The guy who did the work offered to lightly screen the floors but does not seem to have a clue as to what the problem is or if his suggestion will work. I would like to have an idea as to what might be going on before I hire someone else to finish the job. Thanks in advance for any suggestions.
