Ceiling Fan Placement

During the summer months we get a pocket of warm air at the top of our stairs when the air conditioner is running. In general, the upstairs is much warmer than the downstairs, which gets nice and cool.

I thought it might be a good idea to install a ceiling fan in the landing at the top of the stairs to get the cool air moving up there better. Any value to this idea? If so, should I set the blades to pull the cool air up (going in "reverse") or push the hot air down (going in the standard direction)?

I should also note that my upstairs has no return vents. Installing such is out of the question for now.
