You will need to remove the damaged subfloor completely and attach new plywood on top of the floor joists. There is not much you can do from the basement side. If there are walls on top of the subfloor sections, and there probably are, they may stop you from completely removing the subfloor underneath them. Thats ok but, you will need to use cleats to attach the new subfloor sections and have a nailing surface on the room edges, near the walls or tub.
