Don't know if your problem is the same as the one I had when I was on well water but my softener did the same thing. There is a set of valves in the top of the softener that open and close as the softener is back flushing, regenerating, purging, and refilling the brine tank. My well water was real nasty and the valves had become partially clogged with trash from the well. I had to disassemble the head on mine and clean every part about once a year to keep it working properly. On mine the manual had a parts diagram which helped me figure out how to get it back together.
