Basement Floor

My house was built in 1950. The basement floor is poured concrete and covered with tile. The tile is asphalt. However there is a remote possibility that asbestos is there. The tile is in good shape (not friable). I want to update the basement for additional entertaining space and I would rather not remove the tile, but I do want to change the flooring material. Therefore: can I just apply new flooring material over it, something like industrial vinyl tile, ceramic tile, or even carpeting?
