If it were just the washer I would suspect the screen that is inside of the water inlet to the washing machine. These get clogged and need to be replaced in areas where the water has high levels of deposit.

You may have an extreme build up of deposits in your water heater clogging the exiting water outlet, there might be a regulator that is defective in the hot water side only (not effecting the cold side), or the pipes could be filled up with stuff, but I don't see this very often.

If your good with plumbing... I would check the water outlet at the water heater. But if you don't have the tools/knowledge... have a pro do it. Yes a real plumber (or handyman with strong plumbing skills) It is a task at best that will require specialized skills, the most likely of which is opening up pipes and re-sealing them.

Sometimes your money ahead to call a pro, but don't use the yellow pages unless you simply can't find a recommendation from someone..
