Flourescent light fixtures

I have a ceiling fixture that holds 4 20W 24" bulbs or tubes and four starters. First, is there a defined pattern that would tell me which starter controls which bulb? There are two bulbs, the panel holding the starters,then two more bulbs. Today I found two bulbs dead and replaced them with two new bulbs. One works and the other doesn't. After spending almost two hours switching the starters around trying to figure out which starter controled the bulb that did not come on I finally replaced all four starters with new ones. The new bulb still did not come one. I tried three more new bulbs in that same slot and none will work. I notice that when I switch the fixture on three of the starters show a flash of light through a little hole in the bottom and the fourth does not. I assume that this is the one that controls the bulb that will not come on. Changed the starter again. still no positive results. Any suggestions as to my problem? What to do next? Thank you! Mona
