Bathtub water handles

We have a bathtub with a control for hot water and for cold. We have developed a severe leak from the faucet. I think that the cold water handle probably needs a new seat. I contacted a plumber but he wanted to charge 400.00 to fix the problem. I have the kind of handle with the screw in the middle. I took the screw off and pulled off the handle but I can't get the stem to unscrew. I thought I was supposed to unscrew in the direction of "OFF". Is this correct? If so, why won't it budge and is there anything I can do to get the stem out? Thanks for your time.
