Outdoor outlets are notorious for moisture degredation. Why, because their outside! You have to take the outlet apart and see if the ends of the wire are in good condition. More than likely, you're going to have to replace the outlet. Use a ground fault outlet and use one of the Code Keeper outdoor covers on it. Code Keepers allow you to use the outlet while still keeping rain out of it. Hope this helps.
