A Handyman Helping Hand

not enough hot water

My hot water heater runs out before our jacuzzi is full. This is a new problem. The resistence on both elements is "0". The resistance on the thermostat maxed out. I'm not sure if the thermostat resistance should change depending upon whether it is telling the elements to come on or not. I checked the thermostat and the element restistance with the hot water heater turned off. Any knowledge would be great.
