Under NO circumstances can you use that type of adhesive to install floor tiles, no matter what size! That type of glue is not supposed to dry hard and therefore won't provide adequate support for the tile (which is causing it to come up). One of the first things you should do is to install the cement board over the plywood using a modified thin set mortar and screws every six inches. You then install the tiles using the same type of mortar.
