You could use a 'close quarter saw' which is essentially a hacksaw blade with a handle on one end. About $5 US.

You could also find and abrasive cutting wire, a diamond encrusted wire with a handle on each end at any professional plumbing parts supplier.

You could also use a bolt cutter.

Or a dremel with a cutting disc.
