If you mean replace the boards without removing the tile, no. You will have to remove the tile to remove the old floor boards (they are nailed on top of the joists).

If you mean can you remove the tiles without damaging them, yes if you are very very careful. But even so, you will at least break a few of them in the process.

If the floor boards already had water damage when the new tiles were put down, then that was the time to replace them. You might have a structural engineer inspect them to determine if the damage is so bad that they must be replaced.
