I hang lights on my 2-story house, and the only way to reach parts of it is by getting onto the roof. In the back there's about a 40 foot drop in one place onto concrete, so to be safe I use a climbing rope with a safety harness (I have these from climbin/rapelling gear I already had), and I tie it around the chimney.

But in actuallity, sometimes this gets cumbersome and I take it off and just scoot around the edge of the roof on my feet, butt and hands. I only get as close to the edge as I have to to do the work. I clean the gutters the same way.

I try to always maintain 4 points of contact with the roof so there's plenty of friction. (i.e. I only move one hand, one foot or my butt at a time).

If you don't want to do that, maybe you can rent a cherry picker (probably expensive for hanging lights), or maybe you can hire a chimney sweep or some other dare-devil to do it.
