A disc sander is held to come in contact with the surface that is being sanded at nearly, but not quite, a parallel plane to the surface. (not very much of an angle at all)

The grit used would depend on what the pool surface that is being sanded is made out of. I'm having trouble picturing what a pool could be constructed of that sandpaper of any grit wouldn't be damaging the surface of the pool along with removing any deposits. A wire wheel maybe, but sandpaper is by all means very abrasive and typically will remove good material along with the bad...

I would wonder if a chemical remover would not be more appropriate. If the surface of the buildup (and/or the pool itself) is so rough that it is tearing up sandpaper, there is probably a better 'solution' to the problem. (no pun intended..)

Another possibility would be sandblasting. Units are available at larger tool rental facilities.
