Holly ------ Spend the two dollars or so and buy new bulbs and try them, replacing both bulbs. Make sure they are correctly seated in the spring loaded end clips. If they still do not work, then the ballast part of the fixture is probably bad and you either have to replace the ballast(moderately difficult, but it does involve electrical work!!!!) or replace the entire fixture(again, moderately difficult).
