roof leak

Have a small den 9 X 12' w/ a flat roof that had a rolled roof on it and it leaked. Put a 15" pitched roof over top the old roof, never tore the old one off. New plywood, 10" flashing and rolled roofing. Still leaked. Hired a prof. contractor he pulled a layer of the slate siding off and doubled up my flashing. Still leaked. Replaced a window that was right above the roof. Still Leaked. Caulked all the siding thinking it was coming down the side still leaking. The contractor says he has no idea how this is leaking and he wants to tear the new roof off and the old roof off and start over. What a pain in the a_ _ ! Talk about a little project cramping my budget!

Just words of wisdom to do-it-yourselfers, it may cost more in the long run.
