The ONLY authoritative publication you need to concern yourself with in regards to building decks is your State's or Community's Building Code.

Your Locally adopted building code spells out in LAW what is acceptable for dead loads, live loads, spans, species of lumber, post placements etc...for your application. Buildng LESS than approved minimum's for your code can find you in violation of your prevailing codes and on the short end of any lawsuit brought againt you in such an action.

Anything else you find on the web may be helpful yet not relative.
