A Handyman Helping Hand

basement

I will try to keep this short and to the point. My house was built in 1986 by a private contractor who has since left the area on not so good terms (need I say more). My house has built on a cement block foundation, with crawl space and no basement. I am experiencing shifting some cracking in ceiling and constant water under my house. It was so bad that all the insulation had falling into the water. I have since found out, through someone that had worked on the house, that the foundation probably was not built up to par....where was the building inspector.....who knows. I guess I sound bitter but who wouldn't. I have considered having the house lifted and a basement put in. Is this crazy and terrible expensive? Needless to say, I have loved my home and would hate to sell as is but would like to think of my house as a home and not a money pit. What would suggest?
