I had this problem in college. Try a uliity knife, a sharp putty knife and a hammer. Carefully score the area around the window part that opens with the utility knife. Then take the putty knife and work it down in between the window sash (part that moves) and the window frame. since your windows are probably original they may be very nice if properly restored so try not to damage the wood. Once you get the window open take some sand paper and sand along the window frame to clean up any paint. A small amount of WD-40 helps to make the window slide easier also but use it in small amounts.

IF you want to re-paint the windows you could also try a heat gun to remove the paint or a paint stripper. However, if you do this be carefull your paint may have lead in it.
