The gravel is used to speed the drainage of water. Any water that enters the window well should run through the rock very quickly helping to keep the windows dry. If the rock was replaced with soil or solid material like concrete pavers the water will not drain. This causes water to either leak into the window or cause a build up of debris if you just have soil.
