A Handyman Helping Hand

My cat has destroyed the fresh air intake tube that comes down from the ceiling (from the outside) to about 6 in. from the basement floor. I have tried to ask anyone if they know if I can cut off the air intake tube from the floor just to where it comes into the room where the furnace is or does it need to extend down from the ceiling to the floor? I have tried to talk to Carrier, the maker of the furnace/central air but they only sent me specs for the engineer, and of course I don't understand the information. My thoughts on the subject are, as long as there is fresh air coming into the room where the furnace is that should be ok - but since this is a potentially hazardous situation if done improperly, I want to make sure there isn't any problem with my theory.
