Open wood patio overhead cover

Im am thinking of adding an open overhead trellace and I want to know what kind of things need to be considered. Such as, there is an outside light and outlet when attatching the beam across brick(could be a veneer) exterior wall, what are the chances of hitting a wire or plumbing or something? Whoever does this, do I insist they get a permit? the area is ony 14ft.L by 10ft.W Consists of 2 4x4 posts with 2 boards supported and ancored, one across exterior and 1 1/2 x 4 ancored beams across the width of the patio. I might be a woman, but I am no idiot and I would like to know exactly what needs to be done so that I don't get taken for a ride or the fool. Thanks for your help, lorraine
