Cleaning outside air conditioning unit

I am not sure how to clean the outside unit on my central air system. Do I need to hit the circuit breaker on it? Can I just use a water hose to wash it off? There is a circuit breaker outside next to the unit. Is this the one to shut off? I am getting very little air flow and the house is not cooling off very well. The pipes in the basement ice up. Please help!! It's starting to get really hot here!!!
