Mathmatical fraction marks between the other marks are simply smaller units of measurement. If there are only 8 marks on your ruler between the beginning and 1 inch, the measurements for each mark would be:

0, 1/8, 1/4, 3/8, 1/2, 5/8, 3/4, 7/8, and 1 inch

which is the same as:

0, 1/8, 2/8, 3/8, 4/8, 5/8, 6/8, 7/8, and 8/8

You would be more likely to find detailed information on units of measure in a basic math book rather than handyman type books.
