Hot air rises, the ceiling fan will help mix the air so all the cold isn't on the floor or all the heat isn't on the ceiling. Most instructions say in the heating season have the fan rotate so it pushes air up, in the cooling season have it push the air down. Pushing air down in the summer causes a "draft" which has a cooling effect. That's something you don't want during the heating season. Depending on the room size and fan size you may wish to do the oposite but you still accomplish the same thing, mix the air so you have a uniform temperature at all heights.
