Have you tried using a floor scraper? It has a long handle about a foot long or longer with a razor blade attached at the end. It is normally used to scrape glue and other debris off plywood and concrete floors. Any gouges you make can be filled with drywall compound. Floor scrapers are available at any hardware store for under 10 dollars.
