RJ -- It would be next to impossible to skim coat ceiling tile with joint compound and have it turn out well. I suspect that the porous tile is not well suited to supporting the moisture or the weight of a textured ceiling. The best approach may be to remove the tile, leaving the furring strips in place. Make certain that the furring is level -- some shimming may be required. Attach 3/8" sheetrock to the furring strip. Tape & Finish. If a textured ceiling is desired, go to your local paint store and pick up textured ceiling paint & a textured roller cover -- Good Luck
