acoustic ceiling tiles

The previous home owner installed acoustic ceiling tiles( the ugly tiles w/ little holes) directly to latice attached to the plaster ceiling. I'm afraid to take the tiles and latice down because I don't know what condition the plaster ceiling is in. I would like a smooth ceiling and want to know if I can skim over the tiles w/ drywall compound? If that is not possible, can I texture the ceiling w/ joint compound? In addition, how do I go about texturizing a ceiling?
