Vinyl Kitchen Tile

I have "peel & stick" tile I want to put down in the kitchen. Is it neccesary to remove the existing "one piece" vinyl tile or can I simply prepare the surface with "Kilz" to provide a rough surface to allow the tile to stick? The additional layer will not interfere with the adjoining room floor height.
