Once you have established a proper rough opening for the garage doors accounting also for frame and trim material around the rough opening, you can mark the cut you wish to make and then rent a portable concrete saw from a tool rental company to do it.

Don't forget you will need to remove and reinstall all block above the new garage opening and install either an angle iron or a concrete lintel in order for the new block to span the opening according to your prevailing building code.
