Well don't blame the contractor. There is no such thing as a mildew proof shingle.

The main cause of mildew or moss growth is having a too shady lot. Remove the trees and allow sunlight to reach the roof at all times and you will eliminate the problem.

If that is not practical add zinc strips to the roof at the peak. The zinc will dissolve out with rain water and kill the moss.
