The specs on your deck tell the full story.

A deck 9 foot high MUST be anchored to the footings. The reason is that under high wind velocities the deck can act as a sail and actually lift up and tear away from the house. he mere weight of the deck will NOT keep the deck in place under these conditions.

Having bedrock a a base for your posts is much superior to having simple footings, but is meaningless if the posts are not anchored to the bedrock. There are a variety of ways to accomplish this. Consult a local architect or structural engineer for their input on how to go about it.

Paying $200 for what you had done is not outrageous. What is outrageous is that it is just plain wrong and is not acceptable construction technique.
