It could simply be air in the lines.

Try setting the dial to PILOT and getting it to light. You may have to depress the PILOT button for some time in order to clear the air from the line and have gas run thru. Once the pilot light stays on, you can turn the dial to ON and leave it there.

If you cannot get the pilot to light, go outside and check to see that you have turned on the gas supply from the tank.

If you still cannot get the heater to lite, it is possible you have a defective pilot tube or faulty spill switch...
