The problem usually comes from the water heate bein a very long way from the point of use.

The simplest method to corect the problem is to wrap all hot pipes with insulating pipe wrap.

A more elaborate passive method is to run a pipe from your furthest point on the hot water system back to the pipe that enters the water heater. This will create a continuous convection current causing hot water from the tank to fill the hot pipes as cooler water from the furthest point returns to the tank to be reheated even when no water is being used.

Another method sometimes used for extremely large homes is to have several heaters, each covering a section of the house.
