There are dozens of sites on the web dealing with attic ventilation and would be well worth your time to investigate them thoroughly...But
Rule of thumb is that you need at least one static roof vent for every 150sf of attic surface...In other words, your ~961sf attic space needs a bit more than 6 static vents to adequately ventilate the area.
This means your attic at present is underventilated.
The BEST method of ventilation is a continuous ridge vent coupled with complete perforated soffits.
This means removing the existing wooden soffit and its too mall vent and whatever louver vent you installed, and replaceing all the soffits with vented vinyl ones.
This allows cooler air to enter the attic at the eaves, and rise and vent unobstructed at the ridge...
Of all the venting methods, gables vents are the least effective.
