I know of no such 'kit', but I do know of many zoning regulations which prohibit you from doing what you wish.

One is that if your property is zoned R-1, you can only have a single family home on the property and will have virtually no luck getting a variance to change this.

Another, is that many code jurisdictions forbid converting garage space to living space.

Lastly, unless you can attach the garage, then utilize the existing utilities, you may have a chance...

Actually, I just thought about what you might mean as a 'kit'. I remember contacting a company in Kansas a few years ago that manufactured a modular 'granny flat' that fit inside a garage and could be easily removed. I got the info from my county Bureau for the Aging. Might be a place to start looking.
