Be sure to refer to the diagram on the instructions that came with the valve to make sure you are using the right washers. (have to cover the obvious first huh!:-)

My only thought is that if the pipe coming up isn't in good 'vertical' alignment with the valve, it could be giving you a poor seal. Or if there is a burr of some sort on the 1/4" pipe right at where the washer hits....

If you can't get it to seal you should probably consider replacing the supply tube. Most home centers sell a pretty nifty flexable hose in different lengths that has a 1/4" supply side valve fitting (0-ring style) and a similar hand tight fitting on the tank valve end. In the one case where I simply couldn't find a combination of washers that would work due to limited work space... this hose looking supply line did the trick.
