The cheapest and easiest way which I have done this is with battleship gray oil based paint, which seals the pores of the cement. For a little more money there is URL paint for cement floors. Some people will recommend etching the floor first so that the paint will not peel. Well depending on the condition of the floor. Poor and open pores usually will take well, otherwise some muriatic acid will do the trick
